I am using the wonderful art work of Lia which you can find here. The scrap kit I am using is called 'Sweet Christmas' by Seaschell which you can findhere.

Ok let's get started. I am assuming you have a working knowledge of PSP. Save often so you don't get disappointed.
Open a new image 700 x 700. Go to Layers>New Raster Layer and add a new layer. Go to Selections>Select All. Now go to the kit and copy paper #10 then Paste Into Selection. This insures you have all the picture. Keeping the Selection go to Modify>Select Selection Borders and put a 10 in the box. Then with your flood tool fill the selected border with red. Select none.
Now go to element #2 and resize 10% and paste to your working copy. Then go to Muiras Meister Copies and apply with the following settings:

Now take your tube and paste to your working copy. Apply a light drop shadow. If you are using the same tube as mine place it in the middle of the circle.
Now add your elements. You can add according to your tastes or do what I did. Take element 23, resize it and paste to your working copy. I took element 17 and resized it. Then I pasted to my working copy and mirrored it. Placed it on the left at the bottom of the frame. Then take element 4, resize it and paste to your working copy. Place it towards the middle of your tag. See my tag for placement. Finally take element 22, resize it and place it to the right of your tag. I used a light drop shadow on all of the elements.
Add the copyright information and your watermark. If you don't want to animate you can save your tag as a .gif and you are done.
ANIMATION
In PSP I found it easier to x out all layers except the background and paper layer. On the paper layer duplicate so you have a total of three layers. Put a red x beside the two copies. Making sure the original paper copy is highlighted apply the VanDerLee snowflakes with the following settings:

Now place a red x beside the original copy of the paper and remove the red x beside the second copy. Apply the Snowflakes again and move the Random Seed button. Do the same thing for the third copy.
Now place a red x beside the third copy and remove the red x from the original copy of the paper. Making sure the background is highlighted and all other layers have red x's beside them go to Edit>Copy Merged. Take this into Animation Shop. Ok go back to PSP and place a red x beside the original copy of the paper. Then remove the red x from the second copy of the paper. Go to Edit>Copy Merged and take this into AS. Go to Edit>Paste After Current Frame. Do the same thing for the third copy of the paper.
Once you have all three copies in AS go to Edit and Select All. Check your Animation to see if your happy with it. I did not want the snow coming down so fast so I went to Animation>Frame Properties and changed the property to 30. This is a personal preferance so it is up to you. You can now resize your tag and add your name.
Save your work as a .gif.
